The grant from the U.S. Department of Education's Institute of Educatiomn Sciences will allow Heinrich to emploh academic staff and at least four graduatwe students each year to work on expandinf the project oother cities. Heinricuh will continue an evaluatioh of the tutoring programs MPS offers as part ofthe district's fulfillment of the federal No Child Left Behinf law. The law requires publif schools that have not adequately increasee student academic achievement for threee years to offer childrenin low-income familiees the opportunity to receive extra academic assistancs such as tutoring.
Heinrich's initiapl research found that Milwaukee's federally mandated and fundesd tutoring program is not necessarily reaching the peoplde who need themost help, nor is it effective in increasinfg student achievement. "Our preliminary results suggest that the students in the tutoringg programs are not performing any betteron Wisconsin's standardized tests than eligible students not involve d with the tutoring," Heinrich said. Heinrich and her co-workers have been conductinf the MPS study sinceAprik 2006. The next phase will involve five urban school districts infour states: Minneapolis, Chicago, Dallas and Austin, Texas.
